Ukraine's leader Volodymyr Zelenskyy stated during his visit to Washington that Vladimir Putin's move to seek negotiations with the US president demonstrates Moscow is feeling pressure. Zelenskyy commented, "It's evident that Moscow is rushing to resume dialogue immediately after it learns of cruise missiles." These remarks addressed earlier musings about providing advanced weapons to Ukraine.

Diplomatic Moves and International Reactions

A former US state department official, a foreign policy expert, commented, "Putin is trying to derail the momentum toward greater pressure on Russia." He added, "The outcome will become clear tomorrow, but the chances of moving toward a ceasefire by pushing Moscow to engage sincerely seem to have diminished."

The development came after the US president had recently been hardening his rhetoric toward Moscow until Thursday's conversation with the Russian president, which the Kremlin characterized as "extremely frank and trustful."

European Energy Restrictions and Economic Impact

EU authorities have established a requirement for energy importers into the European Union to prove their fuels are not made from Russian oil, according to a document released on Thursday. This step is part of the EU's upcoming ban on purchases of refined products processed from Russian crude, which is included in its latest sanctions package against Moscow over its military actions in Ukraine.

Financial experts noted that trading activity appeared to be factoring in the possible end of India's purchases of Russian crude. Several oil processors in India are getting ready to reduce purchases from Russia, with expectations of a phased decrease, according to sources familiar with the matter.

"This is a favorable turn for the oil market as it would remove a major customer of Russian crude," said Tony Sycamore, adding that crude values were steady on Thursday.

Military Situation and Infrastructure Strikes

A large-scale Moscow's unmanned aircraft and rocket assault targeted energy infrastructure in Ukraine's eastern regions on Thursday, causing outages in eight regions. Ukrainian officials stated that Russian forces deployed hundreds of drones and many of missiles, along with aerial munitions.

"This autumn, the Russian forces use every single day to strike at our energy infrastructure," declared Volodymyr Zelenskyy, noting that strikes affected the regions of northern Ukraine, eastern Ukraine, Poltava, northeastern Ukraine and western Ukraine.

International Diplomatic Reactions

Kyiv's envoy to Washington, Olga Stefanishyna, asserted that Russia showed its real attitude to negotiations through the "terror" of such strikes. "Russia yet again chose weapons over talks, turning this attack into a direct blow to ongoing peace efforts," she said.

Meanwhile, the EU's foreign policy chief, Kaja Kallas, announced that the European Union had little option but to build up anti-drone defences against Russia. She revealed a "plan" to get ready for possible conflict by 2030, featuring a novel anti-drone system to be fully operational by the end of 2027.

The proposed system, dubbed the "European drone defence initiative," is projected to start operations initially by the 2026 timeline and be completely operational by the following year. EU authorities hopes to obtain the support of member state representatives at a meeting in the coming days.
