UK and France Will Dispatch Military Personnel to the Country in the event that a Ceasefire Accord is Finalized

The British and French governments have signed a statement of purpose concerning the deployment of troops in Ukraine in the event a peace agreement be concluded with Moscow, the UK Prime Minister, Sir Keir Starmer, has declared.

After negotiations with Ukraine's allies in the French capital, he said that the allies would "establish defense centers across Ukraine and erect fortified structures for arms and military equipment" to deter any future attack.

The coalition members also put forward that the US would assume leadership in monitoring a truce.

Russia has on multiple occasions stated that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has so far not responded on this latest announcement.

The Situation and Continuing War

The Kremlin's head Vladimir Putin launched a major offensive of Ukraine in early 2022, and Moscow at this time holds approximately 20% of Ukrainian territory.

"This constitutes a crucial element of our commitment to be alongside Ukraine for the foreseeable future," commented the UK Prime Minister.

National leaders and senior officials from the "Allied Coalition" participated in the recent discussions.

The negotiator said the allies had "largely finished" their work on agreeing such assurances "in order that the Ukrainian people know that when this war ends, it ends forever."

The former US envoy, ex-President Donald Trump's special envoy, also was involved in the discussions.

Separately, French President Emmanuel Macron declared that Ukraine's partners had made "considerable headway" at the meeting.

He noted that "comprehensive" safety pledges for the Ukrainian government had been reached in the event of a prospective ceasefire.

Ukraine's leader Volodymyr Zelensky said that a "significant step forward" had been made in the negotiations, but added that he would only deem efforts to be "sufficient" if they culminated in the conclusion of the war.

Last week, the Ukrainian leader said a peace deal was "90% ready". Finalizing the remaining 10% would "determine the outcome of peace, the fate of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and defense assurances have been at the heart of unresolved issues for negotiators.
  • Moscow has consistently stated that Kyiv's military must withdraw from all of Ukraine's eastern Donbas region or Russia will take control, dismissing any compromise over how to conclude the war.
  • The Ukrainian President has so far excluded surrendering any territory, but has proposed that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia reciprocates.

Russian forces currently holds about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The two regions form the area of the Donbas.

The original US-led 28-point peace plan that was extensively reported to the media last year was seen by Ukraine and its partners in Europe as being disproportionately favorable in Moscow's favor.
